Lord Minster was supposed to be the temporary leader of the Alpha Team, but is later revealed to have framed Master Chem; he does this in
Lord Minster
order to become the permanent leader and the keeper of the portals. He uses magic to confuse both Master Chem (so that he could not defend himself to the Council) and a black dragon named Kouzu. In addition to that, he hires an old harpy to distract the Alpha Team from investigating.
Tara and the Alpha Team describe him as boring and too serious.
